Paul Neveu, CEBS

Chief Executive Officer (CEO), BPAS


BPAS Paul Neveu is in charge of all BPAS retirement and employee benefit business lines including Workplace Retirement Plans, Actuarial & Pension Services, Health & Welfare Plans, IRA Services, Fiduciary Services, BPAS Trust Company of Puerto Rico, and Institutional Trust Services. He oversees more than 410 employees across 14 national offices, and $120 million in annual run-rate revenues. Paul came to BPAS August of 2005 from Federated Investors where he was a Vice President in the Retirement Plan Sales division. Paul served nine years as a mutual-fund wholesaler covering the north and east regions of the U.S. where he helped trust institutions build their retirement businesses through private-labeled daily valuation solutions. Before joining Federated in 1996, he spent four years as a Consultant for Coopers & Lybrand LLC. A magna cum laude graduate from the University of New Hampshire with a Bachelor of Science degree in Business Administration, Paul also majored in Music Performance. He holds the Certified Employee Benefit Specialist (CEBS) designation from the International Foundation of Employee Benefit Plans and a certificate from the Securities Industry Institute offered at the Wharton School. He also holds the Series 6, 7 and 63 securities licenses.

Donna Kramer, CFP®

Regional Sales Director, BPAS Workplace Retirement Plans


Donna Kramer concentrates on new business development in both the Defined Benefit and Defined Contribution markets. She works with BPAS Financial Intermediary partners across New York State to help foster new retirement plan clients and grow their retirement plan business. Prior to joining BPAS in 2017, Donna served as an Executive Vice President for Hamilton Cavanaugh & Associates, Inc./Aspire Advisors, LLC located in White Plains, New York (a BPAS advisor partner). During her nearly 30 years with Hamilton Cavanaugh/Aspire, Donna provided advisory, consulting, and administrative services to plan sponsors. She also marketed individual financial and investment planning services to key high-net-worth individuals. Donna has developed expertise in a variety of plan types, ranging from 401(k) and 403(b) plans to various forms of non-qualified and executive compensation plans. In addition, her experience range encompasses advising and servicing small market companies to large complex healthcare organizations. Donna is a Certified Financial Planner™ and works out of the BPAS New York City office.

Bradford Campbell

Partner, Faegre Drinker Biddle & Reath LLP


Bradford Campbell, partner at Faegre Drinker Biddle & Reath LLP, advises financial service providers and plan sponsors on ERISA Title I issues, including fiduciary conduct and prohibited transactions. A nationally-recognized figure in employer-sponsored retirement plans, Brad is the former Assistant Secretary of Labor for Employee Benefits and head of the Employee Benefits Security Administration. As ERISA's former "top cop" and primary federal regulator, he provides his clients with insight and knowledge across a broad range of ERISA-plan related issues. He also serves as an expert witness in ERISA litigation. Brad has been listed as one of the 100 Most Influential Persons in Defined Contribution by 401kWire and has been listed as one of the top 15 ERISA attorneys in the country by a poll of the National Association of Plan Advisors. He has testified before Congress on employee benefits issues 11 times, including testimony before four different Congressional Committees regarding the effects of the Department of Labor's fiduciary regulation.

Christopher Noyes, CRPS

With over 12 years of experience in the financial services industry, Chris specializes in workplace retirement plans. Passionate about supporting financial advisors, Chris is dedicated to helping them grow their businesses and achieve their goals. His commitment extends to providing plan sponsors with the necessary resources to realize their retirement plan aspirations. In his current role, Chris is responsible for developing and executing sales strategies for the New England region. He works closely with financial advisors to build strong relationships and foster business growth.

Bradley Bonno

Vice President, national sales manager & signature services, BPAS WORKPLACE RETIREMENT PLANS


Brad works with large-plan clients and BPAS Financial Intermediary partners to design and implement retirement plan services that ensure success in the large-group market. Brad has over 30 years of experience in retirement plan recordkeeping and investment advisory service. His extensive background includes managing conversions, client relationships, investment advisory services, and employee education teams. His insights on retirement and financial wellness education have been featured in numerous seminars, interviews and articles. He previously served on the Executive Council of the Plan Sponsor Council of America (PSCA) as well as the Chair of PSCA’s Thought Leadership Council. Brad holds a Bachelor of Science degree in Business Administration and Accounting from The Ohio State University.

RYAN TIERNAN

Institutional Retirement Strategic Growth Counselor, Capital Group | American Funds


Ryan Tiernan is an institutional retirement strategic growth counselor at Capital Group, home of American Funds. He has 23 years of industry experience and has been with Capital Group for eight years. Earlier in his career at Capital, Ryan was a senior national accounts manager. Prior to joining Capital, he founded Access Point HSA. He holds a bachelor's degree in biology from the University of Massachusetts at Amherst. He also holds the Certified Employee Benefit Specialist® and Certified Investment Management Analyst® designations. Ryan is a member of the Investments and Wealth Institute as well as the Society for Human Resource Management. Ryan is based in Providence, RI.

Michael Graci

Director, BlackRock Business Consulting


Michael Graci, Director, serves as a National Speaker and member of the BlackRock Business Consulting (BBC) team within USWA Advisor Engagement. BBC delivers strategic consulting, industry trends/insights, bespoke study groups, leadership development and specialized client presentations for advisors, teams, and firms. BBC helps teams identify opportunities to accelerate business growth both organically and inorganically.

Michael’s experience in the financial services industry spans over 30 years. He offers extensive expertise in all aspects of financial planning, financial wellness, retirement benefits and advisor coaching.

Prior to his current role, Michael managed national 401(k) distribution relationships for BlackRock and acted as a specialist in the retirement sector. He is a graduate of Pennsylvania State University and is an Accredited Investment Fiduciary (AIF®).

Originally from Central Pennsylvania, Michael currently resides in Delaware with his wife Jane and their son Tony, an autistic adult. He has been a member of the Board of Directors of Autism Delaware since 2001 and currently serves as the board’s Vice President.

He is also a member of the Board of Directors of the Fort DuPont Redevelopment & Historical Preservation Corporation.

Michael was diagnosed with Mantle Cell Lymphoma in 2011 and underwent a Bone Marrow Transplant to treat the condition late in 2017.

Bill Rambo

For over four decades, Bill Rambo has been sharing that thought and asking questions of professionals who want to improve, who want to get ahead, who want to win. Asking questions. Some might see that as a novel approach to coaching professionals to higher levels of performance, results and success. But to Bill understanding his clients and friends at the deepest level possible is paramount to delivering to them the results they want.

Bill began his career as an Agent and Registered Representative with a national financial services firm. He spent six years in this role. For the next six years, he focused on rebuilding staffs of representatives for the company. In one instance, he took a staff of producers ranked at the bottom of their region and helped them achieve a number five ranking at year’s end.

In 2009, Rambo struck out on his own, forming RamboPlus Associates, LLC, a firm committed to helping clients and friends identify their next levels of success and the steps to reach them. In addition, Bill is well known for “rolling up his sleeves” and helping advisors and teams to get things accomplished. He’s also known for his infectious energy, passion and his humor.

“Bill brings great ideas, great energy, and tremendous passion to the people he works with. He only knows “success” and maximizes the potential for the organizations he works with as well as the people involved in those organization.”

In 2011, RamboPlus was named a “Preferred Vendor” for coaching services by the John Hancock Financial Network. As a result, he serves as a conduit of industry best practices.

Bill’s professional credits include hundreds of speaking engagements, not to mention several TV and radio appearances. He has also published numerous articles and a book on topics related to real financial planning. His article, “8 Core Practice Efficiencies for Financial Services Success,” was published in the GAMA International Journal in their July/August 2013 edition

Tate Kerst is an experienced financial services executive and business coach with almost 30 years of experience in helping financial advisors drive their business to the next level. He is a founding partner of What’s Next? Coaching and Consulting. Tate is currently leading What’s Next as the coaching and consulting division of BPAS.

Tate began his career building a successful financial advisory practice and leveraged that experience into various leadership positions where he recruited, trained and led advisors to build their own successful businesses. Tate believes in helping advisors focus on their core competencies and leveraging those competencies to match advisors with ideal clients they can best serve.

Tate challenges the status quo and coaches advisors to skate to where the puck is going to build their practice rather than where it has been. Over the last three decades Tate has influenced thousands of advisors with the approaches they use to build successful businesses.

Tate spent 25 years at Waddell and Reed as a financial advisor, Field Leader and Executive. Tate’s focus on leading advisors to engage in driving growth through their natural styles and leveraging sales systems that fit their organization led to transformational growth in engaged practices.

When Tate isn’t working he enjoys time with his family on the golf course or escape rooms around the country and in their home town of Kansas City, KS.

Ronald K. Stair

Senior Vice President, National Practice Leader, BPAS


With over 50 years in the retirement and actuarial services industry, Ron Stair is a recognized leader and innovator. After founding and growing Creative Plan Designs into an international actuarial firm, he joined BPAS, where he now serves as Senior Vice President and National Practice Leader.

Ron began his career as a life actuary, finding his true calling with the passage of ERISA. His expertise spans both public and private sectors, and he has held senior roles, including leading the pension department at Home Life Insurance Company.

He holds numerous professional designations, including CFA, FIA, CPFA, RFC, and CRC®, and is a Fellow of both the Conference of Consulting Actuaries and the Royal Statistical Society. Ron is also enrolled to practice before the IRS.

A frequent speaker and educator, Ron has contributed to Forbes, Employee Benefit News, and Financial Planning, and has served on national industry committees.

Outside of work, Ron is a licensed pilot, USGA Walking Scorer (with over 60 events), and a dedicated volunteer and board member for various nonprofits. A former tympanist with the Queens Philharmonic Orchestra, he has also donated over 25 gallons of blood to the American Red Cross.
